The woman was found 16 feet under the first floor in the basement of 11 Gifford Ave., lying on her back, when Jersey City officers arrived just before 3:40 p.m., according to Kimberly Wallace-Scalcione, a spokeswoman for the mayor's office.
The woman was taken to a nearby hospital where she was treated for abrasions to both legs, as well as pain in her left elbow, Wallace-Scalcione said.
Her family told NBC New York she had suffered a broken elbow and a stomach tear.
An investigation is ongoing, Wallace-Scalcione said
